European Microbusiness PPWR & EPR Compliance Research
The EU Packaging and Packaging Waste Regulation (PPWR) and national Extended Producer Responsibility (EPR) requirements can create disproportionate costs and administrative work for authors, artists, online sellers and other microbusinesses selling physical products across borders.
These requirements can include packaging registration, participation in recycling schemes, packaging-quantity reporting and, in certain circumstances, appointing a locally established authorised representative.
This independent research project is exploring:
how PPWR and packaging EPR requirements affect European microbusinesses;
whether there is demand for more accessible, lower-cost compliance support; and
whether independent local providers could form a coordinated European support network.

This questionnaire is for authors, artists, Etsy sellers, independent online shops, small manufacturers and other microbusinesses that sell or would like to sell physical products across European borders.
Your responses will help identify the countries, costs and compliance requirements creating the greatest difficulties for small sellers.

This questionnaire is for authorised representatives, EPR and packaging-compliance providers, legal or business advisers, marketplace specialists and people interested in developing a local compliance service.
Your responses will help assess whether a network of independent providers could offer coordinated and affordable support to microbusinesses across Europe.
